Ark park gets Kentucky approval for tax incentives

FRANKFORT, Ky. – A state contractor concluded that the proposed Ark Encounter biblical theme park will draw enough visitors to qualify for state incentives, prompting the Kentucky Tourism Development Finance Authority to grant final approval for up to $43.1 million in sales tax rebates over 10 years.

The state tourism law spells out several requirements, including the number of out-of-state visitors, that must be met for developers to recover up to 25 percent of the project's cost through a return of the salestax paid by visitors on admission tickets, food, souvenirs and other expenses.
Ark Encounter, which will feature a 500-foot wooden model of Noah's Ark and the Tower of Babel from the Bible, is projected to cost as much as $172.5 million and create 500 full-time and 400 part-time jobs. It is expected to open in 2014 with ground-breaking this summer.
The site is 800 acres in Grant County off Interstate 75. The park would be managed by Answers in Genesis, which also runs the Creation Museum in Petersburg.

The park seeks to present the ark and flood story as history, which has led to criticism that the state’s tourism department is supporting religion.
Hunden Strategic Partners’ Rob Hunden, who has managed about 10 tourism development studies for the authority, provided two scenarios to state officials on Thursday – one where the park becomes an attraction for people of many faiths without promoting Creationism and a second where the park promotes Creationism and draws fewer people.
Hunden projects that by the fourth year the Ark Encounter park would see 1.24 million visitors under the first scenario and 871,383 under the second. Both figures are short of the developers’ projections of 1.6 million visitors a year.

Under the first scenario it would have a net fiscal impact, including sales and income taxes, of $119 million over the 10-year incentive period when one-time construction figures are included and the cost of incentives is deducted.

Under the more conservative attendance scenario, it would have a net fiscal impact of $64.6 million over the 10-year incentive period when one-time construction figures are included and the cost of incentives is deducted.

“We believe that overall in reviewing the application there was nothing that really stood out to us as a major concern,” Hunden said.Developers of the theme park have asked the Kentucky Transportation Cabinet to improve an Interstate 75 interchange in Grant County to accommodate visitors.

Cabinet spokesman Chuck Wolfe said the proposal to increase capacity at the Ky. 36 interchange will be included in the proposed six-year road plan that will be given to the legislature in February.

Because the plan isn’t developed yet, Wolfe said he couldn’t say which year of the six-year road plan would contain the project, but if developers meet their stated goals, it would “be a fairly high priority in the highway plan.”

Hunden said he would recommend that the state not start on the interchange until the developers have all their funding in place. His study reduced net impact estimates using an $11 million price tag for the interchange project. Wolfe said he didn’t know if the $11 million figure would be accurate and that cabinet engineers will develop their own estimate of the project’s cost.

A group that opposes church-state ties criticized the decision afterward. Americans United for Separation of Church and State released a statement said the state is “subsidizing fundamentalist religion.”

Tourism Cabinet spokesman Gil Lawson said Thursday that “the idea here is to develop tourism in Kentucky and so we’re grateful for the investment and the fact that it will produce jobs.”

Gov. Steve Beshear previously has defended his support for the project saying that if the park failed, the state would not be out any money.
Mike Zovath, senior vice president of Answers in Genesis, which will run Ark Encounter and operates a nearby creation museum in Petersburg, said a fund-raising campaign closes at the end of June. The project is being funded through the campaign and unidentified privateinvestment .
“But we’re pretty confident that we’ll be fully funded by the time when we break ground in August,” he said.

He declined to discuss numbers on fund-raising.
Zovath said project supporters are “pretty sure” the attendance figures can exceed the state study’s higher projections.

Kentucky Approves State Tourism Incentives for a Bible Theme Park

By Erik Hayden 02:20 PM ET
The state of Kentucky seems to believe the $150 million Ark Encounter park could be popular with tourists. So, yesterday, the tourism board gave approval for up to $43 million dollars in tax rebates that could cover up to 25 percent of the construction costs on the creationist theme park if it meets attendance goals.

Ever since the Ark Encounter was first announced, the backers promised it could attract 1.6 million visitors a year with renditions of Old Testament icons like Noah's giant vessel, the Tower of Babel and the Red Sea. If approved, the Bible-themed mega attraction would be only the latest project from the non-profit Answers in Genesis, which has also built a Creation Museum in the state that educates visitors on Bible stories from a historical bent. Gov. Beshear, citing the theme-park's job-creating potential, has been on board with the Ark Encounter since its inception.
Still, the tax incentive news won't sit well with those who think that the Ark Encounter is a thinly-veiled attempt at spreading creationism as historical fact. At the hearing before the tourism board, the project developers seem to suggest they'll be downplaying the creationism angle--primarily to boost attendance among those who might be turned off my the message. Ark Encounter's consultant presented a report to the tourism board that, according to the Lexington Herald-Leader, concluded, "If the park does not espouse a particular philosophy, such as creationism, it will draw a larger audience, Hunden estimated. Under that scenario — which Ark Encounter backers said Thursday they will follow — the park is estimated to draw about 1.2 million visitors a year and have a net economic impact, minus the sales-tax rebates, of about $119 million over a decade."

The less devout residents of Kentucky may have qualms with a Bible-approved full-scale replica of Noah's vessel. No matter, an attraction that looks like this wasn't really tailor-made for their sensibilities anyway:

Bei Orlando gibt es auch sowas ähnliches. Holy Land.
